The new 2010-2011 school year began yesterday, August 16, though the official opening day of the new school year will not come until two weeks. More than 20 cities and provinces have decided to raise tuition fees for pre-school and general schools at the beginning of the new school year.  

Under current regulations, tuition fees for pre-school and other grades will be decided by the municipal and provincial people’s councils. In principle, the tuition levels must not be higher than six percent of the average income of families in the localities. Deputy Prime Minister Nguyen Thien Nhan has instructed local authorities to begin applying the new tuition scheme by December 2010 at the latest.  

The Hanoi Education and Training Department (HETD) is now compiling a plan to raise tuition fees again, as requested by the city people’s council. Nguyen Huu Do, Director of HETD, still believes the expected tuition increases will be 1.5-2 times higher than the current levels.  However, the department will consider applying different tuition levels to accommodate development disparities among the different zones. 

According to HETD, two different tuition levels should be applied for rural areas near Hanoi.  One should be applied for families who do purely agricultural work, and one should be applied for families that live in rural areas but do not do field work, or who do field work but can take extra jobs to increase their income. 

Do said that if this method of calculating tuition is approved, poor families will not have to bear overly high tuitions. However, the city people’s council believes that it is necessary to set up a tuition level that can accommodate both sets of families.  

The representative of HETD has said that the amended tuition scheme will be submitted to the Hanoi People’s Council by the end of the year for approval before it takes effect during the second semester of the 2010-2011 school year. 

According to the Ministry of Education and Training, new tuition schemes for many cities and provinces have been approved and will be applied at the beginning of the new school year. The localities include Da Nang, Can Tho, Long An, Ha Tinh, Dong Thap, Vinh Long, and An Giang.

The cities and provinces have decided to increase tuition fees by 1.5-2 times. However, they have different ways of setting tuition for different zones. Hai Phong and Nam Dinh said the localities are still in the process of setting new tuition fee levels. The biggest headache for local authorities is how to set up different “tuition zones.”

In HCM City, the city’s education and training department is also drawing up a plan to raise tuition fees. According to the department, in order to implement a policy that reassures people’s fears of price inflation, the new tuition scheme will not be implemented during the second semester of this school year.  It is expected that the tuition increase will be implemented during the 2011-2012 school year instead, but the tuition increases will follow a timeline.

The question has been raised whether students will have to pay additional sums of money in addition to paying higher tuition.  Currently, schools complain that tuition fees are too low to cover training expenses, so schools set up additional fees in order to collect more money to offset training expenses.
According to Do, the new tuition levels will be enough for schools to reduce the required additional fees. Meanwhile, Tran Thanh Duc, Deputy Director of the Tien Giang Education and Training Department, the province which plans to increase tuition fees by 1.5-2 times the current tuition levels, said the province will prohibit schools from collecting additional fees.
